Policy Brief: An urgent need for a participatory management approach for fisheries
in Uganda
Key Messages
i. The brutal actions of Uganda’s army to regulate fisheries activities on major
fishing bodies have left several fishers more vulnerable and in abject poverty.
ii. A participatory approach to co-management with a balanced power relation
between state and non-state actors could improve the situation of fishing
communities.
iii. Lessons learned from the attempt of Beach Management Units around the
2000s can be a foundation for implementing a more balanced and inclusive
system of co-management.
